The Master Document Is Only the Starting Point
Applicable high-risk construction work requires a site-relevant document—not an unchanged generic template. Clear My Block’s approved master SWMS is completed around the actual project, people, plant, access, services, conditions and controls.

The agreed activity, completion standard, work area, access, authorised hours and client requirements are documented before mobilisation.
The work is limited to the agreed site and approved outcome.
Inspect the Site
Review Services, Ground and Surroundings
Access, services, public interaction, adjoining work, terrain, weather, dust, noise, unknown material and environmental sensitivities are considered.
No-go areas and additional controls are established where needed.
Establish Controls
Set Plant, Vehicle and People Separation
Bobcat operating zones, truck loading zones, driver safe positions, pedestrian paths, spotter requirements and agreed communication signals are established.
Physical separation takes priority over warnings alone.
Consult and Approve
Brief, Accept and Sign Before Work
People performing the work are consulted, responsibilities are confirmed and the site-issued document is approved and signed before applicable high-risk work begins.
Client or principal-contractor acceptance is recorded where required.
Pre-Start Authorisation
Critical checks must be complete before the Bobcat or truck moves.
If a critical requirement is incomplete, unsuitable or cannot be verified, the work is not authorised to start. The issue is escalated and the control or scope change is recorded.

The SWMS is reviewed when the work, site, people, equipment or conditions change.
Work stops when an uncontrolled risk arises or the agreed controls are not being followed. Changes are recorded, affected people are consulted and the work is re-authorised before it resumes.

Relevant Resources Verified Before Work Is Allocated
An available operator, vehicle or machine is not automatically an approved resource. Relevant evidence, suitability, condition and scope requirements are reviewed before mobilisation or applicable work allocation.
Business Verification
Subcontractor Identity and Insurance
The legal business, ABN, authority to contract, relevant insurance, contact information and proposed work scope are reviewed.
The contracting party must match the evidence provided.
Competence and Authority
Licences, Experience and Site Requirements
Relevant licence class, construction induction, experience, competency evidence and client-specific requirements are reviewed where applicable.
A licence is a minimum requirement—not proof of complete competence.
Plant and Vehicle Condition
Inspection, Defect and Isolation Controls
Relevant plant and vehicles are identified, inspected and reviewed for suitability. Safety-critical defects require isolation until a documented return-to-service decision is made.
Defective equipment is not accepted because the schedule is urgent.
Chain of Responsibility
Lawful and Safe Road-Transport Planning
Driver fitness, fatigue, speed, scheduling, vehicle condition, lawful mass, load security, route requirements and transport records are addressed.
Commercial pressure must not override transport safety.
Defined Road-Transport Boundary
Approved transport controls apply to accurately described, non-hazardous material.
The documented transport instruction covers owner-driver transport between a nominated collection point and an authorised receiving, recycling or disposal location. Unidentified, hazardous or regulated material is not accepted under that instruction.

What compliance documents can Clear My Block provide?
Relevant evidence may include the current Cm3 Risk Review, Certificate of Currency, approved WHS Policy, management-system information and project-specific records. The exact documents supplied depend on the proposed scope and client requirements.
Can you provide a completed SWMS before the project is confirmed?
The approved master SWMS may be reviewed as part of contractor assessment. A completed site-issued SWMS requires the actual site, people, plant, access, service, emergency and project information and must be consulted on and approved before applicable high-risk work begins.
Does a Cm3 Risk Review automatically cover every activity?
No. Cm3 evidence supports the capabilities and information reviewed within its assessed scope. Each project must still be assessed against the proposed work, site conditions, client requirements and any additional risks or specialist controls.
How are subcontractors approved before work?
Relevant business identity, authority, licences, vehicle information, insurance, competence and safety arrangements are reviewed. Missing, expired, inconsistent or unsuitable critical evidence prevents applicable work from being allocated.
What happens when the scope or site conditions change?
The affected activity is stopped and reviewed. The change, new hazard or failed control is assessed, affected people are consulted and any revised document, permit, specialist advice or separate control is completed before the work is re-authorised.
What work is outside the standard compliance pathway?
The standard pathway does not authorise suspected asbestos, unidentified contamination, demolition, dangerous goods, contaminated soil, unverified services, live-traffic work or other specialist activities unless separately assessed, lawfully authorised and supported by the required specialist controls.
